Rafael Obregón is the Country Representative at UNICEF Paraguay. He has worked at UNICEF for over 10 years, including as the Chief of Communication for Development at UNICEF Headquarters in New York from 2011-2019. He completed his PhD Pennsylvania State University and was an Associate Professor in Communication for Development at Ohio University.

He has also worked in the Department of Family Health and Communication at the World Health Organization and was an Associate Professor at the Department of Social Communication at the Universidad del Norte, in Barranquilla, Colombia, as well as having worked as a consultant for a range of International NGOs.

Rafael Obregon has served as founding chair of the Global Alliance for Social and Behavior Change, and as a member of the Secretariat of the International Social and Behavior Change Communication Summit. He is an advisory member of the Forum of Experts for Microbial Threats in the National Academy of Sciences, Engineering, and Medicine (United States), and was advisor to the World Health Organization emergency committee for the Global Zika Virus Epidemic. He is the author of several books and publications, including Communication and Community Engagement in Disease Outbreaks: Dealing with Rights, Culture, Complexity and Context, published by Springer in 2022.
